(Reuters) - One FBI employee was fired for sleeping with a drug dealer and lying about it under oath, while another got the boot for bugging the boss's office.

The FBI suspended for 10 days still another employee for emailing a nude photograph of herself to her ex-boyfriend's wife - the bureau showed compassion for the woman after she sought help for depression.

Those cases over the past year were among 29 revealed by CNN on Friday after the cable news network obtained an October 2012 quarterly report the U.S. Federal Bureau of Investigation sent to all its employees that was meant to educate FBI staff but not to be disseminated publicly.

The so-called quarterlies summarized cases investigated by the bureau's Office of Professional Responsibility.

"We have seen a rash of sexting cases and nude photograph cases, you know, people misusing their BlackBerrys for this reason, and we hope getting the message out in the quarterlies is going to teach people you can't do this stuff," FBI assistant director Candice Will told CNN.

An employee who used a government-issued BlackBerry to send sexually explicit messages to another employee received a five-day suspension. Another who used a personal cell phone to send nude photographs to several other employees received a 10-day suspension, in part because the conduct created office gossip.

"When you're given an FBI BlackBerry, it's for official use. It's not to text the woman in another office who you found attractive a picture of yourself in a state of undress," Will said.

Many of the cases involved sex, such as that of the employee who visited a massage parlour and paid for a sexual favour from the masseuse. That resulted in a 14-day suspension instead of a more severe penalty because the employee had an exemplary work record and expressed remorse, the FBI documents said.

Others were more serious, such as the case of the employee who admitted purchasing and viewing video of naked boys. That person was summarily dismissed.

Two employees who were busted for driving under the influence of alcohol were fired because in each case it was a second offense.

Another who was cited for public intoxication while walking the street drunk and armed with a bureau-issued weapon received a seven-day suspension.

Improper handling of evidence resulted in suspensions of three and eight days. Shoplifting got a summary dismissal.

Stem cell 'homing' signal may help treat heart failure patients

Feb. 21, 2013 ? In the first human study of its kind, researchers activated heart failure patients' stem cells with gene therapy to improve their symptoms, heart function and quality of life, according to a study in the American Heart Association journal Circulation Research.

Researchers delivered a gene that encodes a factor called SDF-1 to activate stem cells like a "homing" signal.

The study is unique because researchers introduced the "homing" factor to draw stem cells to the site of injury and enhance the body's stem cell-based repair process. Generally, researchers extract and expand the number of cells, then deliver them back to the subject.

"We believe stem cells are always trying to repair tissue, but they don't do it well -- not because we lack stem cells but, rather, the signals that regulate our stem cells are impaired," said Marc S. Penn, M.D., Ph.D., Director of Research at Summa Cardiovascular Institute in Akron, Ohio, and lead author and professor of medicine at Northeast Ohio Medical University in Rootstown, Ohio.

SDF-1 is a naturally occurring protein, secreted by cells, that guides the movement of other cells. Previous research by Penn and colleagues has shown SDF-1 activates and recruits the body's stem cells, allowing them to heal damaged tissue. However, the effect may be short-lived. For example, SDF-1 that's naturally expressed after a heart attack lasts only a week.

In the study, researchers attempted to re-establish and extend the time that SDF-1 could stimulate patients' stem cells. Study participants' average age was 66 years.

Researchers injected one of three doses of the SDF-1 gene (5mg, 15mg or 30mg) into the hearts of 17 patients with symptomatic heart failure and monitored them for up to a year. Four months after treatment, they found:

• Patients improved their average distance by 40 meters during a six-minute walking test.
• Patients reported improved quality of life.
• The heart's pumping ability improved, particularly for those receiving the two highest doses of SDF-1 compared to the lowest dose.
• No apparent side effects occurred with treatment.

"We found 50 percent of patients receiving the two highest doses still had positive effects one year after treatment with their heart failure classification improving by at least one level," Penn said. "They still had evidence of damage, but they functioned better and were feeling better."

The findings indicate people's stem cells have the potential to induce healing without having to be taken out of the body, Penn said.

"Our study also shows gene therapy has the potential to help people heal their own hearts."

At the start of the study, participants didn't have significant reversible heart damage, but lacked blood flow in the areas bordering their damaged heart tissue.

The study's results -- consistent with other animal and laboratory studies of SDF-1 -- suggest that SDF-1 gene injections can increase blood flow around an area of damaged tissue, which has been deemed irreversible by other testing.

Researchers are now comparing results from heart failure patients receiving SDF-1 with patients who aren't. If the trial goes well, the therapy could be widely available to heart failure patients within four to five years, Penn said.

Boeing close to fixing Dreamliner battery: source

NEW DELHI (Reuters) - Boeing Co has found a way to fix battery problems on its grounded 787 Dreamliner jets that involves increasing the space between the lithium ion battery cells, a source familiar with the U.S. company's plans told Reuters.

"The gaps between cells will be bigger. I think that's why there was overheating," said the source, who declined to be identified because the plans are private.

A spokeswoman for the U.S. National Transportation Safety Board declined comment on the Reuters report or any Boeing plan to return the 787s to the air.

"The decisions to return the airplane to flight will be made by the FAA and only after Boeing has demonstrated to them that the solution is adequate," Kelly Nantel said. "We continue to investigate the cause of the short circuiting."

A spokeswoman from the U.S. Federal Aviation Administration declined to comment. Boeing declined comment on details of any battery fix it may be considering.

The 50 Dreamliners in commercial service were grounded worldwide last month after a series of battery-related incidents including a fire on board a parked plane in the United States and an in-flight problem on another jet in Japan. Until the Dreamliner is cleared to fly again, Boeing will be starved of delivery payments.

The logical solution for Boeing would be to install ceramic plates between each cell and add a vent to the battery box, Kiyoshi Kanamura, a professor at Tokyo Metropolitan University who has conducted research with several Japanese battery makers, told Reuters on Tuesday.

Earlier on Wednesday, the chairman of state-run Air India said Boeing is hopeful of getting the Dreamliner back in service by early April.

"They said that these planes should start flying again from early April. They can't be sure but they are hopeful," Rohit Nandan said.

Air India has six Dreamliners and has ordered 21 more. The question of the airline seeking compensation from Boeing for the jet's glitches would be taken up once the aircraft are flying again, Nandan said.

"We have been in close communication with our customers since this issue arose," a Boeing spokesman in Seattle said, regarding the issue of compensation. "The details of our conversations with customers are confidential."

The Boeing spokesman declined to address the details of the battery fix, but said it was making progress.

"Boeing has teams of hundreds of engineering and technical experts who are working around the clock with the sole focus of resolving the issue and returning the 787 fleet to flight status," he said. "Everyone is working to get to the answer as quickly as possible and good progress is being made."

On February 7, in its most recent official update on the Dreamliner, the NTSB said it had a "long road ahead" in its investigation of the lithium ion batteries.

Spokesmen for Japan's All Nippon Airways Co Ltd (ANA) , which has the biggest fleet of Dreamliners, and Japan Airlines Co Ltd (JAL) said they were unaware of the suggested April schedule.

ANA and JAL have been most affected because they own around half of the lightweight, fuel-efficient jetliners in operation as a strategic move to win market share from their U.S. and European rivals.

Boeing shares rose on 1.3 percent on Wednesday, to $75.64 on the New York Stock Exchange.
