Europe worries stalk Wall Street; Dow loses 161

Fearing a financial rupture in Europe, investors around the world fled from risk Wednesday. They punished stocks and the euro, and the yield on a benchmark U.S. bond hit its lowest point since World War II.

In the United States, where concerns about Europe have already wiped out most of this year's gains for stocks, major averages fell more than 1 percent. The Dow Jones industrial average closed down 161 points.

With Spain's banking system teetering and Greece's political future unclear ahead of crucial elections next month, European stocks lost even more. The euro dropped below $1.24, to its lowest point since the summer of 2010.

"Everyone's just afraid that if Europe doesn't get its act together, there will be a big spillover in the U.S.," said Peter Tchir, manager of the hedge fund TF Market Advisors.

He said the uncertainty over Europe's future was reminiscent of the financial crisis in the fall of 2008, when it was briefly unclear whether banks would be bailed out and "we had these giant swings up and down."

Wall Street, which woke up to increased anxiety over higher Spanish borrowing rates, was down from the opening bell.

The Dow closed down 160.83 points, or 1.3 percent, at 12,419.86. The Dow has had a miserable May, losing more than 6 percent, and is on track for its first losing month since September.

The Standard & Poor's 500 index lost 19.10 points to 1,313.32. The Nasdaq composite index fell 33.63 to 2,837.36. Energy stocks were hit hardest because of a big drop in the price of oil, but stocks in all major industries fell.

The trigger for Wednesday's sell-off was Spain, where the banking system is under strain a week after its fourth-largest bank required $23.8 billion in government aid to cover souring real estate loans.

Investors are increasingly worried that problems at the bank, Bankia, might recur at other Spanish banks. Many lent heavily during the nation's real estate bubble. Losses from the real estate crash might be too big for Spain's government to shoulder.

Spain has enacted harsh government spending cuts to bring its budget deficit within strict new European guidelines. But the country is in a recession, has 25 percent unemployment and might need a bailout, like Greece, Ireland and Portugal.

On Wednesday, borrowing rates rose sharply for Spain and Italy, which are seen as the next problem cases in a debt crisis that has rocked global markets for more than two years. Traders dumped bonds issued by those governments.

The yield on Spain's 10-year bonds, a key indicator of market confidence in the country's ability to pay down its debt, shot as high as 6.69 percent, the highest since the euro currency was launched in 2002.

Intense demand for low-risk, easily tradable securities led investors to buy U.S. government debt. The yield on the 10-year Treasury note plunged to 1.61 percent from 1.74 percent late Tuesday.

Wednesday's yield appeared to be the lowest since 1945, said Bill O'Donnell, head of U.S. Treasury strategy at the Royal Bank of Scotland, citing data from the European Central Bank and other sources.

Federal Reserve daily records only go back to 1962, and those reflect a previous record of 1.70 percent, set May 17.

"There's just a massive flight to safe-haven assets today," O'Donnell said.

He characterized the rush into U.S. bonds by citing a well-known, unsavory analogy made by Richard Fisher, the head of the Federal Reserve's Dallas bank: "The U.S. is the prettiest horse in the glue factory."

Yields on German government bonds, also seen as safe, turned lower.

Concern about Europe lurked around every corner: The European Commission said consumer confidence fell sharply across the region last month. Spaniards withdrew money from their banks, spreading fear about the Spanish government's ability to go on without itself being bailed out. Spain's main stock index closed down 2.6 percent.

An opinion poll in Greece showed that the far-left Syriza party is gaining support ahead of elections June 17. Syriza opposes the system of bailouts and sharp budget cuts that have kept Greece afloat but also gutted its economy.

If the party wins, Greece may be forced to exit the euro currency. The shock waves could reach nations that have received bailouts, like Portugal, and those that might need them, like Italy.

Until the Greek elections next month, things will be too uncertain for the U.S. market to sustain a meaningful rally, said David Kelly, chief market strategist at J.P. Morgan Funds.

If Greece's leaders allow the bailouts to continue and European governments start spending to spur growth, Kelly expects the market eventually to rise. If Syriza wins and Greece is expelled from the euro, he expects a volatile market for months.

Amid the tumult, Europe's executive branch called on the 17 countries that use the currency to create a "banking union" that can centrally oversee and, if needed, bail out national banks.

If Europe's financial crisis plunges it into a deep recession, global economic growth will likely falter, reducing demand for commodities and machines that power growth.

Fearing that outcome, traders pushed the stocks of heavy equipment maker Caterpillar and aluminum company Alcoa to among the biggest declines of the 30 companies that make up the Dow.

The euro fell as low as $1.2360, the lowest since the summer of 2010. Benchmark stock indexes closed down 2.2 percent in France, 1.8 percent in Italy and Germany.

When banks and big investors get frightened, they sell stocks or bonds and park the money in the safest government debt markets. They buy Japanese yen, German bonds and especially U.S. Treasurys.

Such purchases are not about turning a profit, said O'Donnell of RBS. That's why German government two-year notes are paying zero percent: People are simply handing their money over for safekeeping.

The U.S. Treasury market is still considered one of the safest places in the world to stash billions in a hurry. At $11 trillion, no other market is as large, so there's always somebody ready to buy or sell them.

"When people just want to get their money back, there's not a lot of competition," O'Donnell said.

Food and energy commodities fell sharply. Crude oil lost more than $3 to below $88 a barrel. Crude has been falling steadily since the beginning of May, when it traded as high as $106 a barrel.

Kelly, of J.P. Morgan Funds, said investors should remember that the U.S. is on firmer economic footing than Europe, and make sure their portfolios could withstand either possible outcome.

"Things could be much better, or much worse, than the markets have priced in," Kelly said. "The only logical investment strategy is to be balanced ? to get to the middle of the boat."

Among U.S. stocks making moves:

? Monsanto, the agricultural company, was one of the few big gainers in a sea of red. It jumped 2.2 percent after its CEO said this year's earnings will likely surge 25 percent, far more than Wall Street had been expecting. Sales were strong in its seed and chemicals business, including Roundup herbicides.

? Research in Motion, maker of the BlackBerry, plunged 7.1 percent after the company said late Tuesday it had hired a team of bankers to help it weigh its options ? Wall Street jargon for a possible sale or reorganization. RIM's business has been crumbling as smartphone users move to iPhone and Android devices.

The Division of Dentistry in the Centre for Professional Practice at the University of Kent will be offering scholarships to a number of applicants.

Scholarships of ?250, ?500, ?750 and ?1,000 will be available. The maximum amount available to any scholar will be ?1,000 per academic stage.

University of Kent Dental Development Scholarship

This scholarship competition is open to all UK, EU and Overseas full-time undergraduate students.

This scholarship fund is designed to support widening access and participation in higher education by dental care professionals and will provide a partial scholarship to incoming and current students in the Dental Care programmes at the University of Kent.

Scholarships of ?250, ?500, ?750 and ?1,000 per annum will be available. The maximum amount available to any scholar will be ?1,000 per academic stage.

Scholarships may be awarded for 1, 2 or 3 stages, and any applicant awarded a scholarship at stage 1 or 2 will be able to reapply for succeeding academic stages at the end of June each year. Scholarships will also be subject to satisfactory academic progress

Summer Reading 101 Keep Kids and Teens Reading ? and loving it ...

When school is out for summer, the last thing many kids want to do is pick up another book. However, reading is one of the most important activities children can do now to help themselves later ? both when they go back to school in the fall, and later in life.

If children don?t engage in educational activities such as reading and math over the summer, they can experience summer learning losses.

?With the majority of U.S. fourth-grade students reading below the proficient level, the summer months are critical for student learning,? said Meredith Curley, Dean of the College of Education at University of Phoenix. ?By engaging in fun reading activities during the summer months, parents not only have the opportunity to encourage learning, but to motivate their children to develop a lifelong love of reading.?

Curley offers these tips for parents and caregivers to help incorporate reading into everyday activities in ways that will make it fun to keep learning all summer long.

For Younger Readers (grades K to 6)

• Read out loud. Encouraging your children to read aloud will help develop their reading fluency and build their confidence as readers. For example, ask them to read recipe directions as they help you prepare a treat in the kitchen. If they make a mistake, gently point out overlooked letters or words read incorrectly.
• Let them play. Games and activities played on electronic devices provide many opportunities to engage children with words and letters. Spelling games, word games and matching games can help children build reading proficiency and comprehension. Consider devices with learning games when purchasing a toy for a child. Instead of watching a movie in the car, consider audio books and CDs and DVDs with reading games.
• Turn them into storytellers. Have your child read a book and then retell the story. If he or she has trouble, help by asking the five Ws: Who, What, Where, When and Why.
• Hone their critical thinking skills. Success in reading isn?t just about decoding words, but also about comprehension. Help your children build critical thinking skills by asking them questions, such as what they think about something that happens in a story, if they have experienced something like that before, and other questions to help engage them in the story. Also, when they ask you questions, answer and then ask a follow-up question.
• Turn a library visit into an adventure. Make an ordinary trip to the public library an adventure for your child by selecting a topic to research. Simple activities such as these can increase a child?s understanding of sequencing, link reading to real-world activities, expand their vocabulary and feed their curiosity, all while building their interest in reading.

Choosing Books

A book that is too easy to read doesn?t help kids grow as readers, but books that are too difficult to read can be frustrating and discouraging. A simple rule of thumb for choosing an appropriate book is called the Five Finger Rule. Let your children pick out books that interest them. Have them read 100 words from the book, asking them to raise one finger for each word they don?t know, or are unsure of. If the child raises more than five fingers, the book is probably too difficult.

For Tween and Teen Readers

While younger children frequently read for fun, the voluntary reading rate tends to drop dramatically as they move through their teen years. A recent National Endowment of the Arts reading study found that while 54 percent of 9-year-olds read for pleasure, the number drops to 30 percent for 13-year-olds, and only 22 percent for 17-year-olds.

Curley recommends that you encourage your teen or tween to read by finding activities that engage their unique interests and allow them to assert their own opinions. Here are some ideas to help tweens and teens rediscover the pleasure of reading:

• Have them write. Teens can submit book reviews to sites such as www.YABooksCentral.com. This is a great way to combine reading, writing and critical thinking skills. Or, encourage them to write fan fiction, putting their own spin on a favorite book or genre, either as a written story or a video script version of a book.
• Let them check out graphic novels. These aren?t the comic books you might have grown up with. There are some high-quality titles available that deal with a wide range of subjects that will appeal to girls and boys and can be a great way to engage reluctant readers.
• Look for book-to-film novels. If teens have seen the movie, they might be willing to read the book. If you read it too, then you can talk about the differences between the two versions such as what worked, what didn?t, why the filmmakers might have made certain changes, etc.
• Find different reading materials. Magazines, newspapers, short stories and online articles can also help build a teen?s reading comprehension and vocabulary skills. If your teen has a particular interest, such as cars or sports, consider getting them a magazine subscription.
• Suggest a book club. Check your local library or bookstore to see if they have teen reading clubs. If not, encourage your teen to start one. They will be able to read what their friends are reading and can then have fun talking about it.

Choosing Books

There are a lot of middle grade and young adult books available. So many, in fact, it can be overwhelming. Here are a few ways you and your teen can find something they will enjoy reading:

• Start at the library. Librarians often showcase new and popular books in displays in the youth reading sections. Let your tween or teen explore the options and read a chapter or two to see what piques their interest. (If they find a series they like, consider buying the rest of the books for them.) There might be suggested teen reading lists on the library website, as well.
• Go online. Teens tend to want to read what their peers are reading. Check out websites such as www.GoodReads.com, or www.TeenReads.com, or teen book review blogs such as www.TheBookCellarx.com or www.KatiesBookBlog.com. Additionally, many libraries now offer e-books for check out, making it easy to get a good book for your tablet or e-reader.

Summer Reading Lists

In addition to reading lists put together by your local libraries, you can find several good book lists online.

• Reading Rockets (www.ReadingRockets.org) provides book lists by theme, so if you want to find books about art, monsters, animals or science, you are covered. The website also provides book lists for parents of children with disabilities.

CryoSat was launched in 2010 to measure sea-ice thickness in the Arctic, but data from the Earth-observing satellite have also been exploited for other studies. High-resolution mapping of the topography of the ocean floor is now being added to the ice mission's repertoire.

The main objective of the polar-orbiting CryoSat is to measure the thickness of polar sea ice and monitor changes in the ice sheets that blanket Greenland and Antarctica. But the satellite's radar altimeter is not only able to detect tiny variations in the height of the ice but it can also measure sea level.

The topography of the ocean surface mimics the rises and dips of the ocean floor due to the gravitational pull. Areas of greater mass, such as underwater mountains, have a stronger pull, attracting more water and producing a minor increase in ocean-surface height.

Therefore, instruments that measure sea-surface height incidentally map the ocean floor in previously uncharted areas.

There have been several recent global gravity missions, such as ESA's GOCE satellite, that provide extraordinarily accurate measurements of gravity at the spatial resolution of hundreds of kilometres.

But CryoSat's radar altimeter can sense the gravity field at the ocean surface, so that seafloor characteristics at scales of 5-10 km are revealed. This is the first altimeter in 15 years to map the global marine gravity field at such a high spatial resolution.

Recent studies at the Scripps Institution of Oceanography in San Diego, USA, found that the range precision of CryoSat is at least 1.4 times better than the US's Geosat or ESA's ERS-1.

They estimate that this improved range precision combined with three or more years of ocean mapping will result in global seafloor topography bathymetry that is 2-4 times more accurate than measurements currently available.

"We know more about the surfaces of Venus and Mars than we do about the bathymetry of deep oceans," said David Sandwell from the Scripps Institution of Oceanography in the US.

"This new mapping from CryoSat will revolutionise our understanding of ocean floor tectonics and reveal, perhaps, 10 000 previously uncharted undersea volcanoes."

Most satellite radar altimeters such as the one on the joint CNES/NASA/Eumetsat/NOAA Jason-2 follow repeated ground-tracks every 10 days to monitor the changes in ocean topography associated with ocean currents and tides.

CryoSat's 369-day repeat cycle provides a dense mapping of the global ocean surface at a track spacing of over 4 km. Three to four years of data from CryoSat can be averaged to reduce the 'noise' due to currents and tides and better chart the permanent topography related to marine gravity.

People smile when they are frustrated, and the computer knows the difference

ScienceDaily (May 28, 2012) ? Do you smile when you're frustrated? Most people think they don't -- but they actually do, a new study from MIT has found. What's more, it turns out that computers programmed with the latest information from this research do a better job of differentiating smiles of delight and frustration than human observers do.

The research could pave the way for computers that better assess the emotional states of their users and respond accordingly. It could also help train those who have difficulty interpreting expressions, such as people with autism, to more accurately gauge the expressions they see.

"The goal is to help people with face-to-face communication," says Ehsan Hoque, a graduate student in the Affective Computing Group of MIT's Media Lab who is lead author of a paper just published in the IEEE Transactions on Affective Computing. Hoque's co-authors are Rosalind Picard, a professor of media arts and sciences, and Media Lab graduate student Daniel McDuff.

In experiments conducted at the Media Lab, people were first asked to act out expressions of delight or frustration, as webcams recorded their expressions. Then, they were either asked to fill out an online form designed to cause frustration or invited to watch a video designed to elicit a delighted response -- also while being recorded.

When asked to feign frustration, Hoque says, 90 percent of subjects did not smile. But when presented with a task that caused genuine frustration -- filling out a detailed online form, only to then find the information deleted after pressing the "submit" button -- 90 percent of them did smile, he says. Still images showed little difference between these frustrated smiles and the delighted smiles elicited by a video of a cute baby, but video analysis showed that the progression of the two kinds of smiles was quite different: Often, the happy smiles built up gradually, while frustrated smiles appeared quickly but faded fast.

In such experiments, researchers usually rely on acted expressions of emotion, Hoque says, which may provide misleading results. "The acted data was much easier to classify accurately" than the real responses, he says. But when trying to interpret images of real responses, people performed no better than chance, assessing these correctly only about 50 percent of the time.

Understanding the subtleties that reveal underlying emotions is a major goal of this research, Hoque says. "People with autism are taught that a smile means someone is happy," he says, but research shows that it's not that simple.

While people may not know exactly what cues they are responding to, timing does have a lot to do with how people interpret expressions, he says, For example, former British prime minister Gordon Brown was widely seen as having a phony smile, largely because of the unnatural timing of his grin, Hoque says. Similarly, a campaign commercial for former presidential candidate Herman Cain featured a smile that developed so slowly -- it took nine seconds to appear -- that it was widely parodied, including a spoof by comedian Stephen Colbert. "Getting the timing right is very crucial if you want to be perceived as sincere and genuine with your smiles," Hoque says.

Jeffrey Cohn, a professor of psychology at the University of Pittsburgh who was not involved in this research, says this work "breaks new ground with its focus on frustration, a fundamental human experience. While pain researchers have identified smiling in the context of expressions of pain, the MIT group may be the first to implicate smiles in expressions of negative emotion."

Cohn adds, "This is very exciting work in computational behavioral science that integrates psychology, computer vision, speech processing and machine learning to generate new knowledge ? with clinical implications." He says this "is an important reminder that not all smiles are positive. There has been a tendency to 'read' enjoyment whenever smiles are found. For human-computer interaction, among other fields and applications, a more nuanced view is needed."

In addition to providing training for people who have difficulty with expressions, the findings may be of interest to marketers, Hoque says. "Just because a customer is smiling, that doesn't necessarily mean they're satisfied," he says. And knowing the difference could be important in gauging how best to respond to the customer, he says: "The underlying meaning behind the smile is crucial."

The analysis could also be useful in creating computers that respond in ways appropriate to the moods of their users. One goal of the research of Affective Computing Group is to "make a computer that's more intelligent and respectful," Hoque says.

Doubt Cast on Usefulness of 'Sensory ... - Health Nutrition and Fitness

Experts say proof is lacking for these techniques in other disorders, too.

MONDAY, May 28 (HealthDay News) ? Sensory therapies using brushes, swings and other play equipment are increasingly used by occupational therapists to treat children with developmental issues such as autism, but a large pediatricians organization says there isn?t much evidence that such therapies actually work.

Still, the group isn?t completely discounting the potential of sensory therapies ? it?s a ripe area for research, it noted.

But before parents spend the time and money on taking children to sensory therapy, they should know that, as of now, the techniques are largely unproven.

?It?s OK for parents to try these types of therapies, but there is little research backing up the effectiveness of these therapies and whether or not they improve long-term outcomes for kids with developmental disabilities,? said Dr. Michelle Zimmer, an assistant professor of pediatrics at Cincinnati Children?s Hospital Medical Center.

Zimmer is the co-author of a new American Academy of Pediatrics policy statement on what is often referred to as ?sensory integration therapy.? The policy statement appears online May 28 and in the June print issue of Pediatrics.

According to the pediatrician group, ?sensory processing disorder? should not be used as a standalone diagnosis.

No one disputes that children with conditions such as autism can have abnormalities in their responses to sensory stimuli, including sight, taste, touch and sound. For example, autistic children may have aversions to loud noises, to certain food textures or to being touched unexpectedly, Zimmer said.

But that doesn?t necessarily mean the problem is with their brain pathways for processing sensory information, as the term ?sensory processing disorder? implies.

Instead, some other issue could underlie their reactions to stimuli, such as a behavioral issue, said Dr. Susan Hyman, chair of the American Academy of Pediatrics subcommittee on autism and an associate professor of pediatrics at University of Rochester Medical Center, in Rochester, N.Y.

Instead of chalking up various aversions or compulsions to sensory processing disorder, health care providers need to consider what other developmental issues may be going on with the child, such as autism, attention-deficit hyperactivity disorder (ADHD) and so on, Zimmer said.

?There has never been a study that has shown that a child can have just sensory processing disorder, isolated from another developmental disabilities, such as autism or ADHD,? Zimmer said.

Sensory integration therapy got its start in the 1970s, when an occupational therapist described a theory for how a well-organized sensory system develops. Children, the therapist postulated, gradually learn to make use of information from a variety of sources at the same time in order to understand the world. The theory is that sensory dysfunction occurs when these systems don?t develop correctly.

In sensory integration therapy, occupational therapists put children on a ?sensory diet,? exposing them to different sights, smells, sounds and sensations, to improve the brain?s ability to process the information.

For now, however, whether it works remains a theory, Zimmer said.

Zimmer noted that occupational therapists in her hospital?s autism center uses sensory therapies, and anecdotally, she?s seen sensory therapy appear to help some children.

?We are happy to support parents who want to try to these therapies, but we also need to use caution in making sure that the use of these therapies is improving some outcome for their child,? Zimmer said.

In the absence of controlled clinical trials testing whether sensory therapies work, parents have to try to be objective, ask themselves tough questions about whether the treatment is really working, set specific goals and determine if the child is moving toward the target.

?Is it improving the child?s ability to function? That?s where more research needs to happen,? Zimmer said.

Hyman, who studies sensory differences in children with autism, agreed. ?The scientific testing of this intervention has not demonstrated that it is effective for all children as a standalone treatment,? she said. ?However, for individual children, it may be an important part of a total therapy package.?

Pediatricians should counsel families about the information out there on sensory therapies, she added.

?You don?t want to spend a lot of time money and energy on a treatment if it?s not right for them. They have to be prudent,? Hyman said. ?In the absence of data, parents have to utilize the information that?s available to them in making choices.?

Israel being swamped with African migrants, Israelis riot

This is a story from this past week that I hadn?t had a chance to post until now.

From Reuters:

JERUSALEM, May 24 (Reuters) ? Surging street violence against African migrants, including a rampage that an Israeli broadcaster dubbed a ?pogrom?, drew empathy for the rioters from the interior minister on Thursday.

Waving Israeli flags and chanting ?Deport the Sudanese?, residents of a low-income Tel Aviv neighbourhood where many of the border-jumpers from Eritrea, Sudan and South Sudan live held a march late Wednesday that turned violent.

Police said 20 people were arrested for assault and vandalism. Trash cans were set alight, storefront windows were broken and a crowd attacked an African driving through the area, breaking his car?s windows. No serious injuries were reported.

Interviewing Interior Minister Eli Yishai, Army Radio likened the incident to pogrom attacks on Jews in 19th century Europe. Yishai bristled at such language, citing police findings that Sudanese and Eritrean migrants were a crime risk.

Fleeing poverty, fighting and authoritarian rule, some 60,000 Africans have crossed illegally into Israel through the relatively porous desert border with Egypt in recent years.

Unchecked, the number of Africans illegally in Israel could reach millions and overwhelm the citizenry, Yishai predicted.

?So what, the State of Israel, as the Jewish state, in the name of democracy, in the name of honouring U.N. resolutions, (should accept) a recipe for suicide?? he said.

?The truth has to be told, and believe me it is hard and it hurts, as we are the Jewish people, a merciful people.?

A recipe for suicide?indeed!

Section 1. Policy. Over the last decade, the United States has experienced a decline in employment in the automotive industry and among part suppliers. This decline accelerated dramatically from 2008 to 2009, with more than 400,000 jobs being lost in the industry. Now, 2 years later, the American automotive industry is beginning to recover. The automotive industry has, over the past 2 years, experienced its strongest period of job growth since the late 1990s. Exports have expanded, and the domestic automakers in 2010 gained market share for the first time since 1995. The automotive supply chain, which employs three times as many workers as the automakers, has also shown renewed strength. However, we still have a long way to go.

Executive Order 13562 - Recruiting and Hiring Students and Recent Graduates

This Executive Order supersedes EO 12015 signed October 26, 1977 by President Jimmy Carter and Revokes EO 13318 signed November 21, 2003 by President George W. Bush.

The current incarnation of this Executive Order now joins two programs into one with the intent of attracting a more diverse and knowledgeable staff for entry level placement into the Federal Government for long term career opportunities.

The two programs are the Internship and Recent Graduates Program as well as the Presidential Management Fellows Program into one collectively joined unit to be known as the "Pathways" Program.

The EO goes on to explain each of the new sections and rules which will govern the operation of each of the programs and who will have oversight of the operation of the programs.

This council will be made of up to 30 members from outside of the Federal Government and they well be selected by the President. A chair shall be selected by the President to lead the council and to preside over the council at meetings. The members of the council shall serve without compensation for their work on the council.

This council will operate inside of and as a division of the Corporation for National and Community Service or CNCS. Funding and administrative support shall come from the CNCS.

The Council shall terminate 2 years from the date of this order, unless renewed by the President.

Executive Order 13555 - White House Initiative On Educational Excellence For Hispanics

Hispanic students are the largest minority group in our Nation's schools, numbering more than 11 million in our public elementary and secondary school system, and constituting more than 22 percent of all pre-K?12 students. Hispanic students face educational challenges of crisis proportions. Fewer than half of all Hispanic children participate in early childhood education programs, and far too few Hispanic students graduate from high school; of those who do complete high school, many are not adequately prepared for college. Only 12 percent of adult Hispanics have a bachelor's degree, and just 3 percent have completed graduate or professional degree programs.

The Executive order puts in place an Initiative on Educational Excellence for Hispanics, to be housed in the Department of Education. The mission of the Initiative shall be to help restore the United States to its role as the global leader in education and to strengthen the Nation by expanding educational opportunities and improving educational outcomes for Hispanics of all ages and by helping to ensure that all Hispanics receive a complete and competitive education that prepares them for college, a career, and productive and satisfying lives.

Executive Order 13547 - Stewardship of the Ocean, Our Coasts, and the Great Lakes

This order is in response to the Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis.

This order adopts the recommendations of the Inter-agency Ocean Policy Task Force, except where otherwise provided in this order, and directs executive agencies to implement those recommendations under the guidance of a National Ocean Council. Based on those recommendations, this order establishes a national policy to ensure the protection, maintenance, and restoration of the health of ocean, coastal, and Great Lakes ecosystems and resources, enhance the sustainability of ocean and coastal economies, preserve our maritime heritage, support sustainable uses and access, provide for adaptive management to enhance our understanding of and capacity to respond to climate change and ocean acidification, and coordinate with our national security and foreign policy interests.

This Executive Order amends EO 13265 June 6, 2002 by President George W. Bush (Which was amended 2 times by President George W. Bush)

The original Executive Order - Establishing a Seal for the President's Council on Youth Fitness was EO 10830 signed July 24, 1959 by President Dwight D. Eisenhower.

The current Amendment changes the name of the council to the President's Council on Fitness, Sports, and Nutrition and edits sections 1 through 5 of the current version of the order.

The intent is to expand national interest in and awareness of the benefits of regular physical activity, fitness, sports participation, and good nutrition.

Executive Order 13544 - Establishing the National Prevention, Health Promotion, and Public Health Council

This Executive Order establishes the National Prevention, Health Promotion, and Public Health Council which will be housed within the Department of Health and Human Services. The Surgeon General shall serve as the Chair of the Council with a total of 12 members initially. The chair will have the option to add members as he/she deems appropriate.

The council will form an advisory group which shall develop and make public no later than March 23, 2011, a national prevention, health promotion, and public health strategy (national strategy), and shall review and revise it periodically. The national strategy will set specific goals and objectives for improving the health of the United States through federally supported prevention, health promotion, and public health programs, consistent with ongoing goal setting efforts conducted by specific agencies.

Executive Order 13535 - Patient Protection and Affordable Care Act's Consistency with Longstanding Restrictions on the Use of Federal Funds for Abortion

This executive order establishes an adequate enforcement mechanism to ensure that Federal funds are not used for abortion services, except in cases of rape or incest, or when the life of the woman would be endangered, consistent with a longstanding Federal statutory restriction that is commonly known as the Hyde Amendment.
The Act maintains current Hyde Amendment restrictions governing abortion policy and extends those restrictions to the newly created health insurance exchanges. Under the Act, longstanding Federal laws to protect conscience (such as the Church Amendment, 42 U.S.C. 300a-7, and the Weldon Amendment, section 508(d)(1) of Public Law 111-8) remain intact and new protections prohibit discrimination against health care facilities and health care providers because of an unwillingness to provide, pay for, provide coverage of, or refer for abortions.

The Act establishes a new Community Health Center (CHC) Fund within HHS, which provides additional Federal funds for the community health center program.

Executive Order - National Export Initiative

The National Export Initiative (NEI) shall be an Administration initiative to improve conditions that directly affect the private sector's ability to export. The NEI will help meet my Administration's goal of doubling exports over the next 5 years by working to remove trade barriers abroad, by helping firms -- especially small businesses -- overcome the hurdles to entering new export markets, by assisting with financing, and in general by pursuing a Government-wide approach to export advocacy abroad, among other steps.

This EO also creates an NEI Cabinet to be known as the Export Promotion Cabinet. The Export Promotion Cabinet shall meet periodically and report to the President on the progress of the NEI.

INCREASING PARTICIPATION OF ASIAN AMERICANS AND PACIFIC ISLANDERS IN FEDERAL PROGRAMS
?
The purpose of this order is to establish an Advisory Commission on Asian Americans and Pacific Islanders and a White House Initiative on Asian Americans and Pacific Islanders. Each will work to improve the quality of life and opportunities for Asian Americans and Pacific Islanders through increased access to, and participation in, Federal programs in which they may be underserved. In addition, each will work to advance relevant evidence-based research, data collection, and analysis for AAPI populations and subpopulations.

Federal Leadership in Environmental, Energy, and Economic Performance

This executive order sets sustainability goals for Federal agencies and focuses on making improvements in their environmental, energy and economic performance. The Executive Order requires Federal agencies to set a 2020 greenhouse gas emissions reduction target within 90 days; increase energy efficiency; reduce fleet petroleum consumption; conserve water; reduce waste; support sustainable communities; and leverage Federal purchasing power to promote environmentally-responsible products and technologies.

Federal Leadership on Reducing Text Messaging while Driving

Section two of this executive order states "Text Messaging While Driving by Federal Employees. Federal employees shall not engage in text messaging (a) when driving GOV, or when driving POV while on official Government business, or (b) when using electronic equipment supplied by the Government while driving."

The order is to go into effect 90 days from date of issue according to section 4.
